Due Dates and Payment Plans
Full tuition and fees are due at the time of registration for each term or semester.
If you’re unable to pay the full amount, RCoN offers installment payment plans. You must sign a payment agreement and have no history of account delinquency to qualify.
If you fail to fulfill your payment agreement, you may not be able to register for the next semester.
Account Holds and Unpaid Balances
An account is considered to have an unpaid balance if a financial obligation remains after you have withdrawn, been dismissed, or graduated. To resolve this, a financial hold will be placed on your account until a payment agreement is officially signed.
Failure to resolve an account hold can severely impact your academic records and future plans. A hold can mean:
- Incomplete or withheld transcripts
- Non-conferral or withholding of your degree
- Referral to external collection processes
RCoN adheres strictly to regulations protecting students receiving Veterans Administration (VA) benefits. Students using Chapter 31 or Chapter 33 VA funding will not face penalties due to delayed disbursement of VA payments. This includes protection from:
- Assessment of late fees
- Denial of access to classes, libraries, or other institutional facilities
- Being required to borrow additional funds to cover an obligation caused by the VA’s delayed payment
Withdrawal Procedure
To be considered for any refund, students must follow the official withdrawal procedure.
- Written notification is mandatory. You must submit a written withdrawal request directly to the Registrar’s Office.
- Notification to faculty is not withdrawal. Informing your professor does not constitute an official withdrawal.
- Billing will continue. The Financial Aid Office will continue to bill your account and hold you financially responsible for the term until it receives the official withdrawal notice from the Registrar.
Refund and Financial Aid Policies
Plan for possible scenarios and understand your obligations by reviewing these policies, which cover tuition refunds and the federal laws that govern the return of Title IV aid.
Tuition Refund Policy
Students who officially withdraw or are dismissed after the first week of the term or semester may be eligible for a refund of tuition and fees. The amount of any eligible refund is determined by the official fee schedule.
- Refunds are usually prorated based upon the official date of withdrawal.
- Precise refund percentages and deadlines are available in the fee schedule.
For students who receive federal financial aid (for example, Pell grants or federal loans) may receive refunds according to strict Department of Education requirements.
- Return to Title IV: If a student withdraws, the college is required by federal regulation to calculate the percentage of aid earned based on the withdrawal date.
- Repayment Obligation: If the amount of financial aid distributed is greater than the total amount of aid you “earned” before withdrawing, you will be required to repay the unearned funds as set forth in federal regulations.
Return of Federal Funds
Federal regulations known as Return of Title IV (or R2T4) require that the college return federal financial aid funds if a student received assistance and withdrew before completing 60% of the semester or term.
If you have a credit balance that resulted in funds being released to you, you may be required to repay a portion of these federal grants or loans.
Funds are retuned in a specific, mandatory order set by the Department of Education:
- Unsubsidized Federal Stafford Loan
- Subsidized Federal Stafford Loan
- Federal PLUS Loan
- Federal Pell Grant
- Federal Supplemental Educational Opportunity Grant (FSEOG)
- Other Title IV Funds
- Other federal, state, private, or institutional sources of aid
- Student
Tuition Refund Schedules
These schedules determine the percentage of tuition you will be refunded if you officially withdraw from one or all of your courses.
Students who receive federal aid:
- If you withdraw from less than 100% of your courses, your tuition will be refunded using these schedules.
- If you withdraw from 100% of your courses, your financial aid will be processed first under the mandatory R2T4 policy.
All students who do not receive federal financial aid will receive tuition refunds according to these schedules, if proper written withdrawal is made with the Registrar’s Office.
